}List the measurements a pipeline ran against
What each element read, and over what window.
A measurement can be extended or superseded after a run, so the window is what says which data a result was computed from. Each entry carries the measurement’s current span alongside, so a caller can tell at a glance when it has outgrown the window the run used.
Empty means the pipeline read no stored measurement: new pipelines record what they read at create, and the backfill covers every older one.

The measurement the element's config named.
The element that read it.
Its name; the recorded snapshot when it is deleted.
That element's name.
Its 1-based position in the pipeline.
Inclusive lower bound of the window used, in seconds.
Inclusive upper bound of the window used, in seconds.
Seconds the measurement's data covers now.
True when deleted, false when visible, and null when the caller cannot distinguish deletion from lack of measurement access.
